Carjacking and Kidnapping

Visalia man arrested for carjacking and kidnapping. Julio Lugo is under arrest on charges of kidnapping and carjacking. Police say he approached the victim near Demaree and Riggin and motioned like he had a gun. He told the victim he was taking his vehicle and had the victim sit in the passenger seat. They drove to the south side of Visalia and then suspect jumped out of the car and ran into a house. Lugo was arrested at the house about an hour later.
