City Manager Says Confidence Not Shaken in Police Chief Dyer, in Wake of Deputy Chief Arrest

Fresno Mayor Ashley Swearengin and City Manager Bruce Rudd held a news conference Friday afternoon at City Hall alongside Police Chief Jerry Dyer in light of the recent arrest of Police Deputy Chief Keith Foster.
Rudd, who is in charge of the hiring and firing of the police chief, said he stands behind Dyer. Dyer said he had no idea about the drug allegations against the Deputy Chief.
Swearengin said she, Rudd, and Dyer met with the FBI again on Friday morning to get more information, and according to the FBI, Foster’s arrest is an isolated incident and no one else from the police department was involved. Swearengin said the FBI also said police department could have not known about the drug activities Foster is accused of being involved in.
"I would like to stand here before you and to express my heartfelt apologies to the citizens of Fresno and to the law enforcement profession for the erosion of trust that has occurred, as well as the negative light that this incident has brought on to the law enforcement profession," said Dyer.
But despite any potential shame or embarrassment Foster’s drug case may bring, Rudd said one thing remains certain.
He said, "There’s also some questions as to whether this incident has shaken my confidence in Chief Dyer, and let me make it perfectly clear, that the answer is absolutely not."
Dyer claims though he and Foster were close friends and longtime colleagues, he never saw the drug allegations coming.
Dyer said, "There is no relationship, there is no friendship that is worth compromising the integrity of the law enforcement organization, that is what I hold most dear to me."
Dyer vowed he will do anything he can as chief to regain the public’s confidence and trust, in the midst of this scandal.
