<font size="2"><p>Deputy Chief Keith Foster’s arrest is a shock to many, he’s played an important role in the Fresno Police Department for almost thirty years.</p><p>Foster joined the department in 1986 after he graduated from the State Center Peace Officers Academy. He was sworn in as a captain in 2005 and was promoted to deputy chief in 2007. </p><p>He served as the commander of the management support bureau where he was responsible for the recruitment, testing, selection, hiring, and training of police personnel. He had earned the Fresno Police Department’s highest award, the medal of valor, and had also received the Harry Van Meter award as a result of being shot in the line of duty.</p>He’s been involved in high profile cases like the Janessa Ramirez murder and always stood by Chief Dyers side. Foster would also speak on behalf of Chief Dyer after a crime if the chief was not available.<br /><br />FBI and ATF agents made arrests near Nielsen and Teilman at around 2pm on Thursday in connection to the federal agents’ investigation that included Foster. It happened near Pershing Continuation School. The school was only placed on lockdown for around twenty minutes to ensure the safety of the students. <br /><br />It’s still not clear what role the arrests play in the big picture of the investigation. Details of the criminal complaint are still being made public. </font></div>
