California is owed millions in unpaid tickets

California is owed more than $10 billion in unpaid tickets.

The state issues millions of tickets a year, from parking violations to out-of-season hunting fines, but collecting those fines is complicated. There is no centralized state collection agency. The Legislative Analyst Office has spent the last two years researching state debt collection. It says that the best way to reclaim money is to consolidate collection to the state courts.
